Plant specs are important but can’t imagine why they will ensure any co-ordination between design and project planning programmes. It will be up to whoever is assessing their suitability for the tasks in hand (having regard to availability, sequencing of works and costs involved) and whether they will comply with the project objectives including conformity with contractual and legal obligations.
